The project supports Rwanda’s national objective of achieving universal electricity access, through investments in grid expansion, improved service reliability, and institutional strengthening. The AFD co-finances grid extension in the northern and western regions, alongside the World Bank, to connect households, businesses, and public institutions, while supporting low-carbon energy development.
Context
As of February 2025, 82% of Rwandan households have access to electricity, with 57% connected to the national grid and 25% via off‑grid solutions. The government aims for universal access by 2030, balancing grid and off‑grid connections.
Description
Through this project, AFD supports Rwanda’s ambition to bring electricity to every home, business, and public service by 2030. In partnership with the World Bank, AFD is financing the expansion of the national grid in the Northern and Western provinces—regions where access remains limited. The project will connect hundreds of thousands of households and businesses, improve service reliability, and strengthen the capacities of national operators. By promoting clean, low‑carbon energy, it will also help drive economic growth, reduce inequalities, and contribute to climate action.
